Waterfront Toronto is seeking to commission a professional artist who works primarily in photography to create a collection of photographs that document and interpret the progression of the Port Lands Flood Protection Project, from start to finish. This Request for Proposals is open to all interested photographers.

The objective of this commission is for the photographer to artistically document the progression of the Port Lands Flood Protection construction project as an important piece of Toronto’s urban memory, highlighting the critical role of the project in the evolution of the city and surrounding region. The resulting body of work will be used to engage the public in the process of revitalization. What’s going on behind the fence? How will this benefit the city and region? How does change affect the way we relate to our surroundings? The images should capture the spirit of one of the largest civil works projects in the history of Toronto and will shape our understanding of the construction experience in an impactful way.

Photographers should respond to the Request for Proposals by articulating their creative approach to the documentation. This will include the intended focus and methodology of the work. What story or stories would the documentation tell that speaks to the past, present and future of the Port Lands? Areas of focus might include construction workers, revitalization milestones, hydrology, biology, geology, industrial heritage structures such as bridges, silos and buildings, and any long pre-industrial history of this area. The images will result in a lasting body of work that can be featured across multiple platforms and showcased in a wide variety of ways, including exhibitions and publications.

The Total Commissioning Budget for this project assignment will be $30,000 per year, to a maximum budget amount of $150,000 for a five-year contract period. This budget covers all labour associated with the commission, including artist fee, equipment, materials, prep work, post production expenses, assistant(s) or mentees, travel, insurance, delivery costs, meetings, disbursements and any/all other operational costs and fees associated with the Services, excluding all applicable taxes.

Waterfront Toronto is inviting practicing professional photographers to include in your submission:

  1. Statement of intent: maximum two pages outlining the proposed focus and methodology of the visual documentation, including any mentorship component. Artists should also define their interest in undertaking this project
  2. CV and up to 10 images of past photographic work that are relevant to this project
  3. Image list containing a list of the images submitted and the description of each image
  4. Budget breakdown and schedule for the project
  5. Three references
  6. Project Experience Form and Personnel Form
